photo_1121802Project Director Larissa Bezo and Deputy Project Manager Oksana Kikot’ took part in the seminar entitled “Development and Implementation of Approach to Management Based on Competences: the European experience”, which took place on the 9-10th of June at the European Institute of Public Administration (EIPA) (Maastricht, The Netherlands). Due to the support of the Ukrainian Civil Service HRM Project, the list of the participants also included the representatives of the Main Department for Civil Service of Ukraine, namely – Julia Kozak, the head of the Office for maintenance of projects for staff development of the HR department of state bodies and local authorities of the MDCSU, and Catherine Hevchuk, consultant of the Department for training activities and international cooperation of the School of Senior Civil Service.

The main objective of the workshop was to consider management models and practices on the basis of competencies used in the civil service in various European countries. Also, the key success factors that should be taken into consideration when implementing this approach, the key elements of effective implementation of management based on competences, as well as innovative approaches to improving the management system based on competencies were analyzed during the seminar.

During the two-day seminar, a wide range of international experts made their presentations. The experts included Beatrice Behrens, Director of human resources service of the Federal Agency for the appointments of the Federal Republic of Germany; Peter Sommen, the Head of human resources service of the Antwerp province of Belgian Government; Daniel Bosaret, Sylvia Archman and Michael Burnet - national experts of EIPA; Catherine Rice, President of Wivo company (which provides human resources services to the Government of Belgium) and other leading international experts dealing with human resources management, including implementation of the personnel management system based on competencies.

Government officials from Belgium, Iceland, Poland, Lithuania and representatives of European Bank and European institution on the issues of freedom, security and justice, working in the field of human resource management, responsible for public sector reform and human resource development in public service, also participated in the seminar.
