On the May 31 - June 1, 2010 a seminar devoted to the topic: "Public Service in 27 EU member states: results and future reforms of public service” was conducted at the European Institute of Public Administration (EIPA) (city Maastricht, Netherlands).
The Project manager, Larissa Bezo, participated in the seminar. Furthermore, with the support of Project, the seminar was attended by Deputy Director of the School of Senior Civil Service, Sofia Kachur and main specialist of the division of implementation of legislation on prevention of corruption MDCSU, Andriy Nahalov.
Introduction to the workshop was made by the Professor of the European Institute of Public Administration Christoph Demmke. Comparative studies on the topic: "The public service in 27 countries - the EU: the results of reforms and the future of public service" were presented by Professor European Institute of Public Administration and Christoph Willibald Demmke representative Timo Moilanen University of Helsinki. The capacity of civil service reforms in Central and Eastern Europe in the five-year old retrospect, after joining the EU was presented by the representative of the Nottingham University, a representative network EUPAN Hinrik Jean Meyer-Zahlinh. Also, professor of Lousan University, a representative of EUPAN network, Yves Emery presented new challenges in HR management, in particular concerning the evaluation of the civil service. The last speech was made by a professor of Utrecht University, the representative EUPAN network, Leysink Peter, who made a review of challenges in recruitment, selection and engagement of civil service in Europe, attempting to answer the question "What kind of service we are looking for?”.
The second day of training focused on issues of decentralization of authority in HR management in Europe, including trends and prospects (reported a Professor of Hert School of Governance, a representative of EUPAN network, Gerhard Hammershmidt) wages according to merit as a reward or an effective motivational tool for management activities (reported Representative of the European Institute of Public Administration, a representative of EUPAN network, Danielle Bossaert), management of policies and activities (reported Assistant Professor, University of Antwerp, a representative of EUPAN network Vouter Van Duren) career "ethics" as a political issue (reported Leuvenu professor at the University representative of EUPAN Network, Jeroen Maesshalk).
The purpose of the interactive seminar: "The public service in 27 countries - the EU: the results of reforms and the future of public service” was coverage, comparison and analysis of national public services and important areas of reform in 27 countries - EU members. Delegates had an opportunity to learn new empirical studies of national public service reforms in the countries - EU members. Accordingly, scientists and experts learned with the process of reforms, organizational reforms, recruitment policies, pay, and decentralization of HR management, safety and ethics. At the end of the conference, key achievements of reforms and potential reforms trajectories subject to future public service were discussed.
