22 грудня 2009 року під головуванням першого заступника Начальника Головдержслужби Володимира Ткача відбувся тематичний семінар з обговорення основних завдань, функцій та прав кадрової служби органу виконавчої влади.

Семінар відбувся в межах діяльності Ради керівників кадрових служб центральних органів виконавчої влади та за підтримки Проекту.

The meeting devoted to the development of the new approach to the classification was conducted on the 17th of December, 2009 at the MDCSU. Project expert on the new approach to the classification, Linda Buchanan and the deputy head of MDCSU, Andriy Vyshnevsky participated in this discussion.

10 грудня 2009 року у приміщенні Головдержслужби України відбулась презентація Дорожньої карти для розроблення нової системи інформаційної підтримки управління людськими ресурсами. Метою даної зустрічі було: презентувати "Дорожню карту для розроблення нової системи інформаційної підтримки управління людськими ресурсами", обговорити документ та етапи його впровадження.

У презентації та обговоренні взяли участь: керівництво Головдержслужби України, Центру адаптації державної служби до стандартів Європейського Союзу та Школи вищого корпусу державної служби, команда Проекту «Реформа управління персоналом на державній службі в Україні» - керівник Проекту від Канади, Лариса Бізо, керівник Проекту від України, Андрій Бега, заступник керівника Проекту, Оксана Кікоть, експерт Проекту, Іванна Ібрагімова та координатор Проекту в Україні, Олександр Тертичка. А також компанія «Софтлайн» і ТОВ «МККУ-Мережі».

Проект Дорожньої карти розроблено канадським експертом проекту «Реформа управління людськими ресурсами на державній службі в Україні» Марі Хоррікс за участі команди Проекту.

The second day of the two-day international conference for heads of civil service authorities of world leading countries on a topic “Political Neutrality of the Civil Service: From Theory to Reality” took place in the School of Senior Civil Service, on September 5^th, 2009.

During the second day the participants discussed political-administrative co-operation and its influence on accountability of senior civil service corps’s representatives.

Upon completion of the Conference participants visited Saint Sofia Cathedral.

The first day of the international conference of the leaders of central bodies on the questions of civil service of leading countries of the world on a theme: “Political neutrality on the civil service: from theory to practice” was held in the Club of the Cabinet of Ministers of Ukraine on September 4^th, 2009.

The moderators of the conference were the President of the Trudeau Foundation, Pierre-Gerlier Forest, the President of the Public Service Commission of Canada, Maria Barrados and the Head of the MDCSU, Tymofiy Motrenko. At the beginning of the Conference moderators presented the main topic of the Conference: “Political neutrality on the civil service: from theory to practice”.

Besides, during the Conference participants discussed the questions of key competencies for senior civil servants of XXI century and factors that influence the balance between neutrality and political aspect of civil service.

Within the frames of the "Profession in Perspective" international conference the press-briefing of the Head of the MDCSU Mr. Tymofiy Motrenko, President of Commission of Public Service of Canada Ms. Maria Barrados, Director-General, Office of the Senior Civil Service of Netherlands Mr. Jan Willem Weck, Chief Executive of the Public Appointments Service of Great Britain Mr. Bryan Andrews was conducted for mass media.

The main questions from journalists were connected with the ratio of civil servant per capita in the other countries, the necessity of division political and administrative posts.

The reception devoted to the opening of the "Profession in Perspective" Conference: "Civil Service Political Neutrality: from the Theory to the Reality" took place in the House of Receptions of Government on September 3^rd, 2009.

Participation in the event was accepted by the heads of civil service authorities from 15 countries of the world, the representatives of the Government of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine and the team of UCS-HRM Project.
